PARCS FAQ

Parking Services will begin installing new Parking Access and Revenue Control System (PARCS) equipment across campus in phases beginning in September 2026.

What is changing?

The aging parking access and revenue control system (PARCS) platform is being replaced with a system that includes:

  • License plate recognition (LPR) cameras
  • Integrated UTSW badge readers
  • Two-way audio/video customer assistance
  • New gate arms with enhanced safety features
  • Improved parking enforcement technology

When will the changes occur?

These upgrades will be installed in phases across campus garages and surface lots starting in September 2026.

Why is UT Southwestern replacing the current system?

The current parking access system relies heavily on automatic vehicle identificaiton (AVI) – i.e., toll tag – readers and multiple independent technologies. The new platform consolidates access control, customer assistance, parking credentials, and enforcement tools into a single integrated system.

Why is UT Southwestern moving to LPR cameras?

This change will eliminate the need for toll tags while improving system performance. Key benefits include:

  • Faster entry and exit speeds
  • Improved accuracy in identifying vehicles
  • Reduced equipment issues associated with toll tag readers
  • Enhanced enforcement capabilities tied directly to permit data

LPR also integrates directly with the parking database, enabling Parking Services to manage access more efficiently and consistently.

What do I need to do?

  • Confirm that your vehicle license plate is correctly registered in the UT Southwestern Parking Portal because LPR cameras will use your license plate as your primary parking credential.
  • Verify that your UT Southwestern ID badge is active and functions properly because your badge will serve as a secondary credential. Please always carry your UTSW badge when accessing campus parking facilities.
  • Update your vehicle information in the Parking Portal whenever you:
    • Purchase a new vehicle.
    • Change license plates.
    • Add or remove vehicles from your parking account.

How will access to parking garages and lots work?

Authorized users will be able to access parking facilities with their vehicle license plate or employee ID badge using one of the following:

  • LPR cameras will read your registered license plate and automatically grant access.
  • A badge reader is integrated directly into the new equipment, enabling your UTSW badge to be used as a secondary credential.

Our parking locations will use a combination of:

  • Front-read LPR cameras only at entrances
  • Rear-read LPR cameras at exits (with “raise-on-approach” sensors for faster exiting)
  • Front- and rear-read LPR cameras based on available space

What if my vehicle does not have a front license plate?

At some locations you will need to use your UT Southwestern badge as a secondary credential.

What if I need help at the gate?

Each lane will be equipped with a two-way audio and video intercom system that connects you to a live attendant 24/7. Representatives can immediately review your parking account, verify permit status, troubleshoot access issues, and help without requiring an on-site response.

What improvements are being made to the gate arms?

New gate arms will include integrated red and green LED lighting to clearly indicate when it is safe to proceed.
