Vice President and CEO, Texas Behavioral Health Center; Vice President of Behavioral Health Integration and Partnerships, UT Southwestern
Wayne Young joined UT Southwestern in August 2026 as Vice President and Chief Executive Officer of the Texas Behavioral Health Center (TBHC), Dallas-Fort Worth’s first state psychiatric hospital. He is also Vice President of Behavioral Health Integration and Partnerships at UT Southwestern.
With more than 30 years of behavioral health expertise, Mr. Young drives the delivery and expansion of psychiatric services across the full continuum of care to meet the needs of the North Texas community.
Previously, he was based in Houston, where he served as CEO of The Harris Center for Mental Health and Intellectual and Developmental Disabilities (IDD), which provides critical services to more than 90,000 patients annually. The scope of his work included emergency psychiatric care, jail diversion, forensic services, crisis respite, community outreach and engagement, and juvenile detention. Prior to that, he was Senior Vice President for Behavioral Health at JPS Health Network in Fort Worth.
Mr. Young is also the former Chair of the Behavioral Health Advisory Council to the Texas Health and Human Services Commission (HHSC) and a current member of HHSC’s Joint Forensic Committee on Access and Forensic Services. HHSC partnered with UT Southwestern to design and build TBHC.
Mr. Young graduated from Texas Tech University with a bachelor’s degree in human development and family studies and a minor in substance abuse studies. He also holds a master’s degree in community counseling from Texas Tech and an M.B.A. from the University of Dallas.
Executive Clinical Director of Neurosciences
Interim Chief Medical Officer, Texas Behavioral Health Center
Endowed title: Drs. Anne and George Race Professorship of Student Psychiatry
Kala Bailey, M.D., M.B.A., has served as Executive Clinical Director of Neurosciences since July 2025. In her role, Dr. Bailey provides operational oversight of clinical performance for the service line. In collaboration with other executive leaders, Dr. Bailey drives strategies that promote growth, advance neuroscience initiatives, enhance performance and quality, and ensure that service and program priorities align with Health System goals.
Dr. Bailey joined the UT Southwestern faculty in 2014 and serves as an Associate Professor and Vice Chair for Clinical Affairs in the Department of Psychiatry. She holds a secondary faculty appointment in the Department of Neurological Surgery. Her clinical expertise is in interventional psychiatry, utilizing neurostimulation and other innovative methods to treat medication-refractory mental disorders.
Dr. Bailey earned her medical degree from UT Southwestern Medical School and completed her residency in psychiatry at Baylor College of Medicine. She is certified by the American Board of Psychiatry and Neurology.
Cindy Estes, D.N.P., M.H.A., RN, PMH-BC, NEA-BC
Associate Vice President and Chief Nursing Officer, Texas Behavioral Health Center
Cindy Estes joined UT Southwestern as Associate Vice President and Chief Nursing Officer for the Texas Behavioral Health Center in June 2026. She has more than 30 years of experience as a psychiatric nurse and leading nursing operations at complex healthcare organizations.
As CNO, Dr. Estes oversees the nursing practice across TBHC to ensure consistent patient care and quality. Additionally, she drives strategies to advance patient safety, nursing care standards, and professional development.
Before joining UT Southwestern, Dr. Estes served as Director of Nursing for Behavioral Health, Charlotte Region, at Novant Health, a network of healthcare facilities across North Carolina and South Carolina.
Dr. Estes holds a Doctor of Nursing Practice from American Sentinel University, an M.S.N. from Grand Canyon University, and a master’s degree in healthcare administration from Bellevue University.
Martin Marshall, M.B.A., M.H.C.D.S.
Associate Vice President and Chief Operating Officer, Texas Behavioral Health Center
Martin Marshall, M.B.A., M.H.C.D.S., is Associate Vice President and Chief Operating Officer for the Texas Behavioral Health Center, where he oversees the Center’s daily operations and ensures delivery of high-quality, patient-centered behavioral health services. Mr. Marshall works in collaboration with other executive leaders to direct strategic initiatives that drive operational excellence and enhance the overall patient and staff experience.
Mr. Marshall has more than 20 years of experience providing operational management for large, complex organizations. He joined UT Southwestern in 2017 and previously served as Assistant Vice President of Support Services Operations, where he advanced supply chain productivity and enhanced patient-centered technology across the Health System.
He holds a Master of Business Administration from Texas Tech University and a Master of Healthcare Delivery Science from Dartmouth College.
Vice President and Chief Financial Officer, Health System
Interim Chief Financial Officer, Texas Behavioral Health Center
Mark Meyer was named Vice President in September 2024 after joining UT Southwestern Medical Center as Chief Financial Officer (CFO) for University Hospitals in November 2017 and then serving as Health System CFO beginning in December 2020. He served at Grady Health System as Executive Vice President and CFO from 2012 to 2017. Prior to that, he was CFO at Texas Health Presbyterian Hospital of Dallas, the flagship of the Texas Health Resources system.
Mr. Meyer has also worked with the Methodist Health System in Dallas, where he served as CFO of Methodist Charlton Medical Center and later as Vice President of Financial Services for Methodist Health System.
A graduate of Oklahoma State University, he has an extensive background in health care and health system finance.
