Campus Emergency Management Program

The Emergency Management Program's primary role is to prepare and maintain the University's emergency plans in accordance with University of Texas policy and procedures, and to ensure substantial compliance with local, state and federal statutes, directives and standards. The UTSW Business Continuity Manager serves as a technical advisor to the campus’ Executive Emergency Policy Group (President and Executive staff); manages the Campus Emergency Operations Center (EOC) activities during a large-scale emergency; and trains staff in emergency policy and procedures.

The Business Continuity Manager’s other duties include assisting campus departments with development of plans for events/incidents; conducting exercises; developing emergency campus response and recovery plans; developing campus warning and notification systems; and participating in mitigation and preparedness programs, plans and projects.

People: UTSW's highest priority is the safety and well-being of those who live, study and work within what is referred to as the UTSW community. 

Property: UTSW’s property collectively constitutes an extraordinarily important resource. As it is intended to support, directly or indirectly, the mission of the institution, it must be protected and preserved by any means that do not require our people to assume undue risks to themselves. While some of our property is quite valuable, it is our property’s contribution to the University’s mission that establishes its priority.

Vital Interests: Beyond the more quantifiable priorities discussed above, there are values, rights, processes and operations that are essential to the identity, reputation and sustainability of the University. They include the idea referred to by some as continuity of operations but are conceptually and philosophically far more important. That is, they are the elements of who we are, how we fulfill our responsibilities to each other, and the appropriate means to our common goals that make UTSW’s reputation.

Campus Emergency Program Mission & Guiding Principles:

The UTSW Emergency Management Program has a simple mission: to prepare the University to be able to respond to, and recover from, any incident. UTSW’s plans utilize these guiding principles:

  • Maximize survival
  • Minimize injuries and loss of property
  • Preserve University property and provide for the restoration and resumption of the academic environment and its essential support structures
  • Ensure the continuous conduct of our critical functions
  • Sustain our vital interests
  • Promote self-sufficiency in crisis

Executive Policy will be implemented during emergencies to accommodate needs arising out of campus operations, scheduling and work assignments within the campus community.

The entire University community has a role in achieving these objectives.
